Arkansas releases second draft of rules for LEARNS Act’s required community service from public high school grads

The Arkansas Division of Elementary and Secondary Education has -- for a second time -- released for public review a set of draft rules for the LEARNS Act requirement that public high school students perform 75 hours of community service to be eligible to graduate.
